The Brush Creek Water
Pollution Control Plant (Plant) is located on Pennsylvania Route 993 in North
Huntingdon Township, Westmoreland County, and is operated by the Western
Westmoreland Municipal Authority (WWMA) under National Pollutant Discharge
Elimination System Permit No. PA0027570. The Plant was placed in operation
on December 28, 1977, and serves residents of North Huntingdon Township, Penn
Township, Hempfield Township, Irwin Borough, Manor Borough, and North Irwin
Borough.

The WWMA owns,
operates, and maintains the Brush Creek Wastewater Treatment Plant with a design
capacity of 4.4 mgd, approximately eight miles of interceptor sewer, one pump
station in Ardara, and three combined sewer overflow regulator chambers.
The member municipalities own and maintain their own collector sewers. The
Boroughs of Irwin and Manor are the only communities that have combined sewers
tributary to the WWMA system.

On January 21, 1999,
the WWMA Board of Directors authorized
HDR Engineering, Inc. to complete a
feasibility report in which seven projects were to be evaluated. These
projects represent improvements to the Plant located in North Huntingdon,
Pennsylvania. These projects, which are summarized in this section,
include the following:
The purpose of the
projects listed above is to improve wastewater collection and treatment, to meet
current and pending regulatory requirements, and to improve operation and
maintenance activities at the Plant.
