Discharge Monitoring Report (DMR)
The Clean Water Act of 1972 created the National Pollution Discharge Elimination
System (NPDES). This system established federally regulated requirements
for wastewater treatment plants such as the Western Westmoreland Municipal
Authority (WWMA). These requirements are spelled out in the Authority's
NPDES Permit, which sets minimum standards for the quality of water being
discharged from the plant into Brush Creek. The WWMA must report and meet
all of these standards to remain in compliance with its NPDES Permit.
As part of the Western
Westmoreland Municipal Authority's permit to operate a sewage treatment plant,
each month a discharge monitoring report must be submitted to the Department of
Environmental Protection (DEP). These reports summarize the quality of the
treated effluent being discharged from the Plant into Brush Creek. The
following parameters are monitored and reported: pH, total suspended
solids, gamma-BHC, flow, chlorine residual fecal coliforms, dissolved oxygen,
carbonaceous BOD, and plant bypasses during high rainfall events. The DEP
uses these summary reports to ensure that the Authority is operating within
permitted limits for each of the above mentioned parameters.
